The Operations Manager is responsible for managing administrative operations as well as the Veteran Affairs (VA) benefit processing function at the Department of Military and Veteran Programs (DMVP) Centennial Campus (CC). This includes the department’s workflow processes, integration to ensure the highest quality customer service support to all military, veteran and mil/vet family members attending Pikes Peak State College (PPSC). This position also is responsible for the supervision of School Certifying Officials (SCO), work studies, and overseeing department processes/procedures/job functions performed by the administrative assistants assigned at the CC. This position must exercise initiative, judgment and discretion in organizing and managing the college-wide department operations. This position will oversee high-impact operations including: developing, evaluating, and modifying project operations to maintain efficiency and ensuring professional standards are met; determining appropriate organizational systems; maintaining and controlling all records and communication; and ensuring deadlines are met. This position will create and maintain collaborative working relationships with administrators, faculty, staff, and internal and external partners as required. This includes providing support and training, scheduling and coordination of division administrative support coverage, and overseeing the assigned duties for both quality and completion. This position will be responsible for maintaining a professional environment with high customer service standards for those served.

The college offers the possibility for alternative work arrangements such as flexplace, remote work, or flextime scheduling upon completion of training and department needs.

Minimum Qualifications

  • Completed Bachelor's degree from a regionally accredited institution OR completed Associate degree from a regionally accredited institution with two years of professional level experience performing similar duties to those described for this position 
  • Two years of supervisory experience. 
  • Experience with operations management.

Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge.  Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.

Preferred Qualifications

  • Completed Master’s degree level from a regionally accredited institution.
  • Three or more years of supervisory experience.
  • Project or program management experience.
  • Demonstrated experience in Excel or other data tracking system.
  • Demonstrated leadership and academic management.
  • Veteran, dependent, or currently serving in guard or reserve of one of the uniformed services in the DoD.
  • Experience serving military and veteran students, workforce, or employment services.
  • Experience with Ellucian Banner or other student information system.
  • Experience working in an education industry.
  • Bi-lingual in Spanish or another Latin-based language.

Essential Functions 

Administrative Operations Management

  • Manage administrative operations to achieve the department’s workflow processes on a daily basis.
  • Serve as a department resource with demonstrated understanding of Department of Defense (DoD) tuition assistance VA education benefits; provide direction and guidance to students as required.
  • Develop and maintain Standard Operating Procedures for all service aspects of the DMVP; this includes modifying office procedures as necessary to ensure high professional standards are met.
  • Coordinate and integrate DMVP service processes with other departments within the college who also provide a support role to students.
  • Assess processes and procedures in the CC office to ensure compliance with VA, PPSC, Colorado Community College System, and Colorado Department of Higher Education regulations.
  • Additional duties as assigned.

Supervision

  • Supervise the Veteran Benefits Coordinator and work-study employees supporting students using the DMVP services at the CC.
  • Conduct reviews and audits of internal processes specific to the VA process, service process and academic advising process.
  • Hire VA work-study employees as needed to provide sufficient temporary employee support to provide quality service for all students using DMVP services. VA Benefit Process Coordinator:
  • Demonstrate understanding and certify as a SCO for VA benefits.
  • Develop and maintain standard operating procedures for the VA benefit process.
  • Set up training plans for SCO employees and VA work-study employees on processing of VA benefits.
  • Ensure all DMVP SCOs are working in a coordinated and integrated manner to provide consistency of certification for all students.
  • Integrate CC academic advisors’ efforts with SCOs ensuring consistency of service for all student clients of the DMVP. Other duties as assigned.

General Duties, Skills, Knowledge, and Abilities

  • Lead and manage the service desk and service process. 
  • Update and maintain department reports; manage file documentation and archiving.
  • Prioritize, manage and complete multiple projects simultaneously. 
  • Serve as primary point of contact and resource for the department for support activities completed by the department for the college.
  • Support all DMVP community building events as required. These include but are not limited to: Student Veteran Organizations events, Veterans Day weeklong events, Brown Bag transition workshops, VA benefits orientations, among others. 
  • Coordinate event support with DMVP Student Success Coordinator.
  • Set up and manage DMVP staff meetings. 
  • Adherence to college policies and procedures. 
  • Ability to travel to multiple campuses to support department needs.
  • Confidentiality while working effectively with all constituents.

  • Proficient computer and analytical skills.
  • Ability to work effectively with a team or individually.
